The whole chapter is about struggle and Paul trying to reach them with the Gospel. Then in the last verses he dentifies his advesary, Satan, as the one who kept the Gospel from being spread. If you allow yourself to squelch the Gospel, either by not obeying, or by distracting others, you are doing the work of Satan. Ouch! vs 19-20.
